Tiger Gourami are fished from inland waters of Pandaria. Below is how we rank each of the regions:

Farming Tiger Gourami

Farming Tiger Gourami is relatively easy in the Ancient Passage. If you are not familiar with the Ancient Passage, it is a tunnel running between Binan Village in Kun-Lai Summit (entrance at 73.12, 94.41) and the Spring Road in The Veiled Stair (entrance at 51.23, 40.48). If you have flying ability in Pandaria, no worries -- you can fly through the tunnel. If you are worried about dealing with mobs in the tunnel, if you stay off to the west side in the main part, you should avoid most all mobs.

There is a branch in the Ancient Passage that takes you to the Secret Aerie which is where you can find a few more pools of Tiger Gourami. You won't fill up your bags fishing this spot but its only a hop skip and a jump from the Ancient Passage that has more pools.

While the trainees are casting blue bolts in the water at the Shado-Pan Monastery, special pools of Tiger Gourami called Tiger Gourami Slush are created. Fish until your bags are full.
